In my own theory I believe that wasn't a tomb,but an underground path to what used to be Orr. Yes,I do believe that some buildings weren't filled with water,but instead were sealed off from the water by other debris from the Cataclysm.
I still need to beat the game though.

For all those people out there who think Orr is somewhere above the Shiverpeaks, it IS them islands to the west of The Desert.
